§ 150.16 IN GENERAL; UTILITIES.
   (A)   General prohibition. No telephone, telegraph, or electric lines, cable television wires, or poles for any utility purpose shall be constructed or erected in the streets, alleys, sidewalks, rights-of-way, and other public places of the city without the submission beforehand of a plan of such construction, accompanied by a map or plat of such proposed construction, to the City Engineer or other officer designated by the City Council.
   (B)   Permit. If the plan of construction, together with the map or plat of such proposed construction, conforms to the public health, safety, and fire regulations of the city, a permit may be issued for such construction.
   (C)   Street repair. Except in the case of emergency, any person doing repair, change, or alteration to any utility which will disturb the surface of any street or alley in the city shall first notify the City Clerk-Treasurer of his or her intention to make such repair to the streets to the original condition of the streets.
   (D)   Repair charges. Any person holding a permit from the city for construction under this subchapter shall, at his or her expense, repair all streets and alleys that may be cut up or otherwise interfered with because of such construction; and if such repair is not made by the permit holder and it becomes necessary for the city to make necessary repairs after any such construction, the permit holder shall be liable to the city for the cost of any and all repairs made by the city because of such construction.
