The pawnbroker shall, at all times during the term of the license, allow the city’s Police Department and other law enforcement authorities associated with the city’s Police Department to enter the premises where the pawnbroker business is located during normal business hours, except in an emergency, for the purpose of inspecting the premises and inspecting the items, wares, and merchandise and records therein for the purpose of locating items suspected or alleged to have been stolen or otherwise improperly disposed of.
