(A) Pursuant to the provisions of M.S. Ch. 325J, as it may be amended from time to time, entitled “Pawnbroker Regulation”, the city has the power, for the purpose of promoting health, safety, morals, and welfare, to adopt an ordinance to regulate “pawn transactions” and issue licenses to qualified applicants to enable applicants to engage in business as a “pawnbroker”.
(B) To help the Police Department better regulate current and future pawn businesses, decrease and stabilize costs associated with the regulation of the pawn industry, and increase identification of criminal activities through the timely collection and sharing of pawn transaction information, this section also implements and establishes the required use of the automated pawn system (APS).
