§ 111.36 ORGANIZATIONS INELIGIBLE FOR LICENSE APPROVAL.
   No license shall be approved as to any organization or person not eligible for such license under state law. Applicants must be an organization which serves the residents of the city and whose past actions have proven the applicant to be a benefit to the residents of the city.
