In order to promote the health, safety, and welfare of the citizens of the city, it is necessary that measures relating to the licensing and conduct of lawful gambling within the city be established. The Council shall grant, suspend, and revoke licenses subject to the applicable state laws and regulations relative to lawful gambling within the state and shall endeavor to prevent syndicates, outside influences, and the like from infiltrating the organizations licensed to conduct such lawful gambling within the city. The Council shall be satisfied that each applicant for a license is the operator-in-fact of its establishment and will conduct it in conformance with the laws of the state and this subchapter.
