(A) Purpose. For the safety of its citizens and for benefit of the public, the city shall have the right to regulate parking within the city limits.

(B) Prohibitions. No motor vehicle shall at any time be parked on that part of Main Street lying east of Third Avenue West between the hours of 2:00 a.m. and 6:00 a.m. on any day, and appropriate signs so indicating such parking shall be posted on that part of Main Street lying east of Third Avenue West.

(C) Specification. All motor vehicles when parked within the limits prescribed in division (B) above shall be parked parallel to and within 18 inches of the curb-line, and not closer than 20 feet from the prolongation of the curb-line of any intersecting street or avenue.

(D) Double parking.
(1) No person shall at any time park any kind of a motor vehicle parallel to any other motor vehicle parked next to the curb or at any other place except parallel to and within 18 inches of the curb within the area defined in division (B) above.
(2) This division (D) shall not apply to vehicles stopped for the purpose of loading or unloading commercial merchandise within the Central Business or Industrial Districts of the city, but said vehicles may only be stopped for so long as is reasonably necessary for loading or unloading.

(E) Parking restriction. Except for the Main Street area described in division (B), the following parking restrictions apply. City streets and alleys are not intended for long term parking. No motor vehicle or trailer that is otherwise allowed to park pursuant to this chapter shall be persistently parked or left standing on city streets or alleys more than 72 hours. A violation of this provision is a misdemeanor and the vehicle or trailer may be impounded.
