§ 71.43 PERMIT REQUIREMENT.
   (A)   No person shall operate a motorized golf cart or mini-truck on the streets of the city without first obtaining a permit as provided herein.
   (B)   An application for a permit shall be submitted to the City Hall on a form provided by the city and shall contain the following information:
      (1)   Name and address of applicant; and
      (2)   Model name, make, and year of manufacture and serial number, if applicable, of the motorized golf cart or mini-truck.
   (C)   No permit shall be granted or renewed unless the following conditions are met:
      (1)   The applicant must be at least 18 years of age;
      (2)   The applicant must provide evidence of insurance complying with the provisions of M.S. § 65B.48, Subd. 5, as it may be amended from time to time, and proof of insurance shall be maintained on or within the mini-truck or golf cart at all times that it is operated on city streets; and
      (3)   The applicant for a mini-truck permit must have a valid driver’s license.
   (D)   All permits shall be issued for a specific golf cart or a specific mini-truck (permit holders will be issued a number and a sticker to affix to the left side rear fender or similar component) in the applicant’s (permitee’s) name. Operators of any golf cart or mini-truck permitted herein shall be at least 18 years of age.
   (E)   The fee for such permit shall be an amount as set forth by the City Council from time to time. Permits will be granted for three-year periods, valid from January 1 through December 31. Permits may be purchased at any time during the year but will be valid only for three calendar years, including the year of issuance and will expire on December 31 of the third calendar year.
   (F)   (1)   The permit may be suspended or revoked by the City Council upon finding that the permit holder has violated the conditions of the permit, has abused the privilege of being a permit holder, or upon finding that the permittee cannot safely operate the motorized golf cart or mini-truck on the designated roadways.
      (2)   There will be no refund of the permit fee.
