(A) The city shall have the authority to regulate snowmobile use within the city limits to protect and provide for the safety of its citizens.
(B) The City Council, by resolution, may prohibit the operation of snowmobiles within the right-of-way of the public roads or streets or other city property when, in the opinion of the City Council, the public safety and welfare so requires.
