(A) The city shall determine the need for any item requested and whether or not the contract is for less than ten thousand dollars ($10,000.00) and the expenditure is provided for in the budget. Procurement requirements shall not be parceled, split, divided, or purchased over a period of time in order to meet the dollar limitations for small purchases. The city shall maintain records of all small purchases.
(B) Small purchase procedures shall follow the outlined regulations as established by the city from time to time.
