§ 20.202 QUALIFICATIONS
   (A)   A candidate for Councilmember shall be a resident of the city for not less than one year prior to his or her election.
   (B)   A Councilmember shall be at least twenty-one (21) years of age, shall be qualified voter in the city, and shall reside in the city throughout his or her term of office.
