No person, or persons, shall be permitted to burn trash, lumber, leaves, straw, or any combustible material of any kind, or open fire of any kind, in any street, alley, or other area within the city limits, except by special permission of the Fire Chief, when such burning shall be done in a manner approved by him and under such proper safeguard as he may direct.
