No person shall harbor, keep, maintain, or house any livestock within the city limits except that a horse, pony, cow, or calf may be kept, maintained, and housed provided the following requirements are met:
(A) No more than one (1) animal per each two (2) acres of land contained on the dweller's lot;
(B) The animal must be kept in a pen, barn, or other enclosure designed securely to prevent its escape;
(C) The total area encompassed by the pen, barn, or other enclosure either separately or in combination must be at least one (1) acre;
(D) The pen, barn, or other enclosure must be at least two hundred (200) feet off the nearest dedicated city, county, or state road or street; and
(E) The outside boundaries of the pen, barn, or other enclosure must be located so that no portion of the pen, barn, or other enclosure is nearer than one hundred (100) feet to any boundary line of the dweller's lot.
