The city and other duly authorized employees of the city bearing proper credentials and identification shall be permitted to enter all private properties through and on which the city owns, maintains and operates sewerage facilities for the purpose of but not limited to inspection, observation, measurement, sampling, repair and maintenance of any portion of the sewage works lying within said property. All entry and subsequent work, if any, on said property shall be done in a reasonable manner; and any damage shall be restored to as near the original condition as reasonably possible.
