§ 30.117 NONPAYMENT OF BILLS AND RECONNECTION FEES.
   Nonpayment of bills and reconnection fees shall be handled as follows:
   (A)   Customers who do not pay their bills when due or within fifteen (15) days after the due date shall be considered in default.
   (B)   Upon a default by a customer, a letter shall be sent to the customer by regular mail notifying them of the default and advising them that upon nonpayment, water and/or sewer service shall be terminated.
   (C)   In the event there is no payment of the delinquent account for ten (10) days, the water and/or sewer service shall be terminated the next working day.
   (D)   All checks returned for no account or insufficient funds will be held at the city building for ten (10) days. The city shall send a letter to the customer who has a check returned upon receipt of the check. The customer shall have ten (10) days from the date of the letter to bring in cash, certified check, or money order and pick up the check. There shall be a twenty dollar ($20.00) charge by the city for all checks received in this manner. In the event the customer does not pick up the check within ten (10) days from the date of the letter, the water service to that customer shall be disconnected with no further notice.
   (E)   In the event an account remains delinquent for a period of thirty (30) days after the water and/or sewer service is terminated, the city shall have a lien on said property and thereafter may use any and all legal methods to collect said debt owned for nonpayment of water and/or sewer charges.
   (F)   There shall be a reconnection fee for those customers having their water shut off for a delinquent bill, assessed by the city for thirty-five dollars ($35.00) is payable to the city in advance.
   (G)   No person shall be reconnected to any existing sewer or water lines in the city if they have any delinquent accounts in their name.
   (H)   There shall be no reconnection unless all deposits are made prior to said reconnection.
   (I)   There shall be no reconnection if the property requested to be reconnected is the subject of delinquent accounts. Upon payment of that delinquent account on the property requested to be reconnected, said reconnection will occur.
