All monthly charges for sewer shall be met and shall be due when notice of the amount due is mailed as prescribed by the order of the city. If not paid in full within a fifteen (15) day period, such charges shall be deemed delinquent. When any bill has remained delinquent for ten (10) days, all services shall be discontinued until such time as all delinquent charges have been paid.
