The following schedules of monthly rates and charges for sewer services, which shall be paid by the owner or occupant of each and every residential, commercial, and industrial establishment or other property, building and structure of any kind connected with and served by the combined and consolidated system, are established:
(A) The rates and charges for sewer service within the city shall be computed and based upon the quantity of water used as determined by water meter readings.
(B) The rates and charges for sewer service outside the city limits shall be computed and based upon the quantity of water used as determined by water meter readings.
(C) Where it is shown to the satisfaction of the city that a substantial quantity of water used by the owner or occupant served by the system does not flow on a regular and continuing basis into the sanitary sewer system, the city may, by order entered in its minutes, permit such owner or occupant to meter the water not flowing into the sanitary sewer system and may exclude such metered quantity of water in calculating the sanitary sewer service charge.
(D) Any customer requesting or receiving such exclusion from its sanitary sewer charges shall provide authorized representatives of the city reasonable access to such areas of the customer's premises as may be deemed necessary by said representatives in order to ascertain that such water is in fact not flowing into the sanitary sewer system.
(E) All meters installed pursuant hereto shall be supplied and installed by the city or its assigned agency; provided, however that the customer shall pay the city the cost of said meter and installation.
(F) Any customer receiving the hereinabove-mentioned exclusion shall pay a monthly surcharge to defray the costs of reading additional meters, the amount of which shall be based upon the time required to read such additional meter or meters, and shall pay all other costs directly related to the providing of this service.
