Industrial cost recovery payments, payable to the city shall be collected semiannually. However, an industry may fulfill its costs recovery obligation by making a lump sum payment for its entire share of project costs. An industry would be required to make an additional payment over and above the lump sum should the flow or strength of its waste increase.
