§ 30.003 SUPERVISED, MANAGED AND CONTROLLED BY THE CITY
   The full and complete supervision, management and control of the sewer system, including the collection, deposit and expenditures of all funds constituting, directly or indirectly, income or revenues of the system and the maintenance, operation and extension and improvement of said system, shall be done by the city or an assigned agency.

§ 30.004 CITY PERMIT REQUIRED FOR THE USE OF SERVICE
   (A)   Use of or connection to the sewerage or storm sewer system of the city without a permit or permission from the city is prohibited.
   (B)   There are three (3) classes of permits established:
      (1)   For residential sewers;
      (2)   For commercial sewers; and
      (3)   For industrial sewer connections.
   (C)   No permit will be issued by the city to connect to any sewer not formally dedicated to and accepted for ownership, operation, and maintenance by the city. The city reserves the right to block and stop sewage flows from nondedicated sewerage systems.

§ 30.005 COLLECTION, DISBURSEMENT OF REVENUE FOR SERVICES.
   All charges for services rendered by said system shall be collected and accounted for by the city in the manner and form required by law and ordinances of the city and all disbursements on the account of the combined system shall be paid out only upon approval of the city; provided, however, that all supervision, management and control of the system shall be consistent with and in accordance with any provisions of this chapter pursuant to which the city has authorized and issued or may hereafter authorize and issue any bonds which by their terms are payable from and secured by the income and revenues of the sewer system.

§ 30.006 PROTECTION FROM DAMAGES REQUIRED.
   No person shall maliciously or willfully break, damage, destroy, uncover, deface or tamper with any structure, appurtenance or equipment which is a part of the sewage works. No connections to the sewerage system shall be made without the direct permission and supervision of the city or its authorized representative.
