There is hereby established within the city the job classifications listed in § 27.002. Personnel to fill such positions may be employed by the Mayor, (except for non-elected officials) and persons so employed shall be paid compensation at the rates specified in the compensation plan provided, however, that such compensation shall not be less than the minimum nor more than the maximum hereinafter set out for the positions.
