§ 173.06  REGISTERED OWNER PRIMA FACIE LIABLE FOR ILLEGAL PARKING.
   In the absence of evidence obtained by the investigating officer to the contrary, the registered owner of any vehicle found to be in violation of any ordinance involving a violation of any portion of Ord. No. 1552 according to the Ohio Registrar of Motor Vehicles shall be prima facie evidence that the owner is the party who violated such section. It shall be sufficient at a trial on the merits for the village to present a certified copy of records from the Ohio Registrar of Motor Vehicles identifying the automobile involved in the violation and the owner of such vehicle and shall be sufficient for establishing ownership and liability.
