§ 174.30  SIDEWALKS.
   (A)   It shall be the duty of each property owner, along which sidewalks are constructed or may hereafter be constructed, to keep said sidewalks in good and passable repair.
   (B)   Council will annually inspect, or cause to be inspected, all sidewalks in the village, and if found in need of repair or a hazard to pedestrians, said property owner or owners shall be notified by the Clerk of Council to repair such sidewalks within a period of 30 days.
   (C)   If the owner or owners of the property which abuts such sidewalk neglects, fails or refuses to repair a sidewalk, within 30 days after having received the notice referred to in division (B) of this section, the Village Administrator may repair such sidewalk or cause it to be repaired. The expense of such repair shall be paid by the owner or owners to the village or such expense shall be placed as a lien upon the tax duplicate for such premises.
   (D)   It shall be unlawful for any person to obstruct any street, alley, sidewalk, or any public way within the village.  Each day that said obstruction is permitted to remain upon such public way, shall be deemed a separate offense.
   (E)   It shall be unlawful for any person to unload any thing or material, in a manner which causes damage to the streets or public ways of the village.
   (F)   The owner, person, or occupant having the care of any building or lot of land bordering on any street with graded or paved sidewalk, within the first 4 hours of daylight, following or during a fall of snow or ice, shall cause the snow or ice to be removed from such walk. This provision shall include snow or ice falling from any building.
   (G)   Penalty. Any person violating any provision of this section shall be fined not less than $25 nor more than $100.
