Any LGE offering video gaming without a valid village license shall be punished by a fine of not less than two hundred fifty dollars ($250.00), per machine, for a first offense and a fine of not less than seven hundred fifty dollars ($750.00) per machine for a second and subsequent offense. This penalty may be enforced by issuance of a "notice of violation" by the Creve Coeur police department. Each and every day any violation continues shall constitute a separate offense.
