Class A, C, D or G licenses shall be issued only to those locations outside of the Residential District, and shall be issued only within the Industrial or Business District of this Village. Applications for the Class A, C, D or G privilege shall be submitted to the Local Liquor Control Commission and they shall determine within a reasonable time which of the applicants should be allowed the Class A, C, D or G privilege, taking into consideration the character of the establishment, its location, and the interests of public welfare; which of the four (4) of said classes of licenses is permitted to any applicant, shall be final, and nothing shall grant any right to any licensee to have another class of license.
