In premises upon which a license is issued for the sale of alcoholic liquors, other than a restaurant (principally licensed as such), hotel, club or veterans organization, no screen, blind, curtain, partition, article or thing shall be permitted in the windows or upon the doors, nor inside such premises, which shall prevent a clear view into the interior of such premises from the street or sidewalk at all times, and no booth, screen, partition, or other obstruction nor any arrangements of lights or lighting shall be permitted in or about the interior of such licensed premises which shall prevent a full view of the entire interior of such premises from the street or sidewalk. All rooms where liquor is sold for consumption upon the premises shall be continuously lighted during business hours by natural or artificial white light so that all parts of the interior of the premises shall be clearly visible. In the event that the view of any licensed premises is wilfully obstructed, such license shall be subject to revocation or suspension in the manner hereinafter provided. Windows may be obstructed up to sixty inches (60") above ground level, outside measurement or sidewalk level, in order to prevent small children from observing the interior of any such dramshop or tavern.
