All applications for renewal of licenses must be filed with the Local Liquor Control Commission, in writing, containing substantially the same information as may be deemed advisable by the Local Liquor Control Commission as in the first application for license. All applications for renewal shall be made at least fifteen (15) days prior to the date of expiration of said license, and shall be accompanied by the license fee.
Any person, who shall fail to make application and pay the fee as herein provided, shall be deemed to have forfeited and abandoned such license, and no renewal thereof shall thereafter be permitted. Any such license so forfeited or abandoned shall not be re-issued, and any person seeking thereafter to procure a license shall be considered as a new applicant and shall be subject to the limitation as to the number of licenses to be issued, as hereinafter provided.
