All applications for licenses under this chapter shall be presented to the Local Liquor Control Commission; said application shall be investigated by such Local Liquor Control Commission to his own satisfaction, and he shall, within a reasonable time, either approve or reject said application. Upon the approval of such application and of the bond in amount heretofore provided, and the payment of the license fee as heretofore specified, the Local Liquor Control Commission shall designate in writing his order of approval and direct the Clerk to issue a license to such applicant; such license shall also be signed by said Local Liquor Control Commission.
