Subject to the limitations set forth in this chapter, any person with a valid driver's license may operate a qualified off-highway vehicle on any street or highway under the jurisdiction of the village where the posted speed limit is 35 miles per hour or less. Notwithstanding the foregoing limitations, a qualified off-highway vehicle shall be allowed to cross a State highway, municipal street, county highway, or township road district highway at an intersection controlled by a traffic control signal, if the operator of the qualified off-highway vehicle makes a direct crossing at such intersection in accordance with the provisions of Chapter 11 of the Illinois Vehicle Code concerning the Rules of the Road, as may be amended from time to time, including, but not limited to, making a complete stop and yielding the right of way to all pedestrians and vehicular traffic.
