For every license issued by the Village that requires renewal, on an annual basis or at any other specified interval, there is hereby imposed a late fee in the amount of ten percent (10%) of the applicable license renewal fee if such license renewal fee is not paid within five (5) business days following the date upon which the license otherwise expires. For every license issued by the Village that requires renewal, on an annual basis or at any other specified interval, and for which the license holder fails to pay the applicable license renewal fee within thirty (30) days following the date upon which the license otherwise expires, such license shall be deemed to have permanently expired.
