11-2-4: PROCEDURE FOR APPROVAL OF FINAL PLAT:
Not later than one year after approval of the preliminary plat, or such additional time as the Plat Officer may allow, the subdivider may submit the original tracing of an intended final plat, together with a print thereof to the Plat Officer.
The final plat shall conform to the preliminary plat as approved and it may constitute only that portion of the approved preliminary plat which the subdivider proposes to record and develop at the time; provided however, that such portion conforms to all requirements of this Title.
Within twenty (20) days after receipt of plats and supplementary material, the Plat Officer shall inform the subdivider that the plans and data submitted or as modified, do or do not meet the requirements of this Title. When the plans and data do not meet the requirements of this Title, the Plat Officer shall, in writing, state the reasons and deliver a copy to the subdivider.
Final approval of a final plat shall be granted by the Plat Officer on the basis of its conformity with the preliminary plat as approved, and with all pertinent laws, rules, regulations and particularly with the requirements of Chapters 4 and 5 of this Title, and with the Comprehensive Plan. The Plat Officer shall notify the subdivider and his Engineer of the action taken, and also the Village Engineer and Zoning Board.
In the event that only a portion of the approved preliminary plat is presented for final approval, the Plat Officer may notify the subdivider in writing whether or not the preliminary approval of the unrecorded portion has been renewed for one year. In the absence of such written notification, the subdivider may within one year after conditional approval of the preliminary plat apply to the Plat Officer for extension of the conditional approval of the preliminary plat without being required to pay additional fees.
An estimate of expenditures, covering the cost of the improvements required by this Title shall be submitted with the final plat. This estimate of expenditures shall be verified by the Village Engineer for accuracy and adequacy, which verification shall be submitted with the final plat and data required in this Title when presented to the Village Board for approval.
No final plat of any subdivision shall be approved for recording in the Office of the Tazewell County Recorder of Deeds, unless (1) the improvements required in this Title have been completed and approved prior to final recording approval, or (2) the subdivider shall file with the Village Clerk a surety bond, cashier’s or certified check of the amount determined from the estimate of expenditures, guaranteeing to the Village that such improvements shall be constructed and completed in a satisfactory manner, within the period of time specified by the Plat Officer, but not to exceed one year. Property owners signator of surety bonds, shall provide guaranteed evidence of their ownership of real estate pledged and that it is free and clear of other obligations, including the payments of real estate taxes and special assessments. The form of said bonds and checks shall be approved to the satisfaction of the Village Attorney and shall be made payable to the Village of Creve Coeur, Illinois, or its benefit.
When approved, the final plat shall bear the following certificate:

   I,                    Village of Creve Coeur Plat Officer, do hereby approve this Final Plat in accordance with the provisions of the Subdivision Ordinance of the Village of Creve Coeur, Tazewell County, Illinois, this          day of          , A.D.         .

Within sixty (60) days after approval of the final plat by the Plat Officer, said plat shall be filed by the subdivider with the County Recorder, and if not so filed, shall have no validity and shall not thereafter be recorded without recertification by the Plat Officer. All plats (original tracings of said plats) after being recorded, shall become the property of the County, and kept by them for safe keeping.
For the approval of any final plat, as hereinabove required, the subdivider shall pay into the General Fund of the Village as a fee for such approval, the sum of one dollar ($1.00) for each lot, sublot, tract or parcel of land shown upon any plat to be approved as a subdivision, and provided, further, that the said fee for the approval of any plat shall be not less than ten dollars ($10.00). In addition to said fees set forth above, the subdivider shall reimburse the Village for all engineering expenses of checking plats, water, sewer and other plans, specifications, data, contours and for inspection of construction of the facilities required by this Title, and all legal fees in connection with said subdivision or relating thereto or to checking titles, bonds, financial matters or the like; all costs to be paid prior to final approval of the plat.
