No person shall drive or operate any vehicle over, across, along or upon any street, alley or highway, nor enter the same from a private driveway or other entrance, when such street, alley or highway has been freshly covered, in whole or in part, with tar, asphalt or oil, prior to the application of aggregate, or prior to rolling operations, if rolling or compacting operations are to follow, while the street, alley or highway is under construction, maintenance or repair.
