All benches placed hereunder shall conform to the following:
(A) No bench shall carry any advertisement or sign containing any immoral picture or profane, vulgar, or obscene words, and only such advertising matter shall be placed thereon as is ordinarily displayed by other advertising mediums; nor shall a advertisement or sign on any such bench, or any other word or words which might mislead or distract traffic.
(B) No bench shall be more than forty two inches (42") high, nor more than two feet six inches (2'6") wide nor more than seven feet (7') long.
(C) Not more than two (2) benches may be maintained at any one location without a special finding by the Chairman of Street and Alley Committee, that the public convenience requires more than two (2) benches at such location. Benches shall be located only at bus or street car stops. The permittee shall inspect each bench periodically.
(D) No bench shall be maintained in any alley, nor at any location where the distance from the face of the curb to the property line is less than ten feet (10') unless the Chairman of Street and Alley Committee finds in his written approval of the application that to maintain a bench at such location is in the public interest.
(E) Advertising shall be displayed only on the front and rear surfaces of the back rest.
(F) Creve Coeur merchants shall be given first opportunity to purchase advertising.
