It shall be unlawful for any person to construct or lay any sidewalk upon any of the streets and alleys of the Village without first having obtained permission from the President and Board of Trustees to construct or lay the same according to the provisions of this Code. The provisions of this Chapter and all other provisions relating to sidewalks shall apply equally to the outside or border street, as well as to all other streets of the Village.
