If payment of any amount due for water service, additional charges, or benefits when the same becomes due shall not be made as provided in this chapter, the Village may file or cause to be filed a complaint in the Circuit Court of Tazewell County for either the collecting of the charges from the responsible party or parties; or in the alternative seek a lien against the property.
