There are hereby established rates and charges for the use and for the services supplied by the village, as of July 1, 2014, and creating a capital improvement fee surcharge for each user account.
For purposes of this section, one "unit" is defined as follows:
One single-family dwelling.
Each unit of an apartment that will accommodate a single family.
One trailer home that will accommodate a single family.
In addition to the usage rates set out in this section, each user account of the water and/or sewer services shall be charged a flat fee of ten dollars ($10.00) per unit for the "water and sewer capital improvement fund" each month. The rates per unit are as follows:

For mobile home parks, the total charge for water and sewer usage is a combination of the following: The fee of ten dollars ($10.00) per mobile home for the "water and sewer capital improvement fund" each month, a base rate amount calculated by the total number of mobile homes at the rate of thirty dollars ($30.00) per month, being eighteen dollars ($18.00) water usage and twelve dollars ($12.00) sewer usage, and a metered usage rate per gallon used of four dollars ($4.00) per thousand gallons, being two dollars ($2.00) water usage and two dollars ($2.00) sewer usage. Annually, the number of mobile homes will be determined by the mobile home park and submitted to the Village for confirmation, which number will then be used for the calculation of the monthly Capital Improvement Fund fee and the base rate amount.
For residential users, a senior citizen discount for users over sixty two (62) years old, after January 1, 2015, will apply and the water and sewer usage fees will not apply to the first two thousand (2,000) gallons used.
The total charge for water and sewer usage for metered accounts is the combination of the base rate amount and the applicable monthly usage amount.

The total charge for water and sewer usage for metered accounts is the combination of the base rate amount and the applicable monthly usage amount.
An annual rate increase of three percent (3%) on the base rates for water and sewer will be added to all water accounts effective the first billing in March 2017, and every March thereafter. Examples for next four (4) years:
