No person shall engage in the business of collecting, removing, or disposing of garbage or refuse for hire under this section 7-2-4 within the village limits, without first obtaining a permit to engage in such business. Every person desiring to engage in such business shall make application to the village clerk by setting forth the name of such person, the residence thereof or the address or place of business, together with a description of the vehicle or vehicles to be used in the collection, transporting, or disposal of such garbage, and deposit with said application the fee for such permit. A permit shall be issued only with the approval of the mayor and board of trustees of said village upon consideration at a duly constituted meeting, and each such permit so issued shall expire May 1 following the issuance thereof. The permit fee shall be fifty dollars ($50.00) per year, or any unexpired part thereof, payable in advance as aforesaid to the village clerk. Before issuing such a permit, the corporate authorities shall satisfy themselves that any vehicle to be used for such purpose complies with the requirements of this section 7-2-4 and also shall satisfy themselves that the permit holder is capable of complying with the requirements of this chapter. The permit may be revoked when deemed necessary to the public welfare by the mayor and board of trustees at a duly constituted meeting. Failure to comply with any provision of this chapter shall constitute grounds for revocation. (Ord. 216-D, 2-12-2003)
