There are hereby established "service charges" to be collected from residential users in an amount not in excess of contract obligations and the cost of billing and collecting such service charges. In determining the amount of service charges, the village shall take into consideration the amount of the tax levy, if any, for solid waste collection and disposal pursuant to 65 Illinois Compiled Statutes 5/11-19-4.
