Should the licensee's failure to collect, remove and dispose of residential garbage in accordance with the terms of this chapter or his license pose an imminent health or safety hazard to the residents of the village, the president, with the concurrence of a majority of the board of trustees, may make reasonable temporary arrangements for the collection, removal and disposal of garbage to relieve the emergency and the licensee will reimburse the village for all expenses incurred in connection therewith.
