All trenches and excavation shall be thoroughly protected by barricades and lights as required to protect the public from possible injuries. All trenches within public right of way shall be backfilled in six inch (6") layers which shall be thoroughly compacted by hand or mechanical means. In lieu of placing the backfill material in layers and compacting, sand backfill may be used and thoroughly flooded with water to insure complete settlement.
