Each application for such permit shall be accompanied by a fee established annually by the village board and published in the office of the village clerk. The above permit to a property owner-applicant shall not include the right to dig or excavate on public property.
It is expressly stipulated that all work on public property is to be performed by a person licensed to perform such work under the provisions of this chapter.
No applicant or contractor owing money to the village for fees required by this chapter either for the work described in any such application or for any previous work performed, or inspections made hereunder, or for any violation of this chapter not rectified, shall be granted a permit for such work.
