(A) Employment: The village of Creve Coeur may employ part time police officers from time to time as the village board deems necessary. The process to hire part time police officers is as follows:
1. The chief of police will bring the qualifications of all candidates for the position to the police and fire committee of the village board; the chief will make recommendation to the committee of the candidate the chief feels is most qualified for the position.
2. The police and fire committee will review the candidates and the chief's preferences and will make a decision on a candidate.
3. The committee chairman will bring the committee's recommendation for hire to the board for approval.
(B) Duties: A part time police officer shall have all the responsibilities of a full time police officer and such specific duties as delineated in the general orders of the Creve Coeur police department, but the number of hours a part time officer may work within a calendar year is restricted. Part time police officers shall not be assigned to supervise or direct full time police officers.
(C) Hiring Standards: All police officers, other than those officers who shall be employed on a full time basis, shall have completed training and the reporting requirements mandated by the Illinois law enforcement training standards board (ILETSB) as required by the Illinois police training act 1 and meet the standards of this section (unless otherwise authorized by the village board due to exigent circumstances).
In addition to already having completed the ILETSB training, part time officers must:
1. Be at least twenty one (21) years of age.
2. Possess a valid state of Illinois driver's license.
3. Pass a background investigation.
4. Be of good moral character, of temperate habits, of sound health and physically and mentally able to perform assigned duties.
5. Be a high school graduate or GED equivalent.
6. Pass a medical examination.
7. Possess no prior felony convictions.
8. Have been honorably discharged from the U.S. military if the officer previously served in the U.S. military.
9. Successfully complete state mandated certification classes within eighteen (18) months of appointment date (if not currently certified).
10. Begin certification classes within six (6) months of the date of employment (if not currently certified).
11. Successfully pass a forty (40) hour mandatory firearms class (if not currently certified).
(D) Policy Regarding Primary Employment: It is recognized that part time officers will more than likely be engaged in a regular full time trade, profession or occupation, commonly referred to as their primary employment. It is the intent of the village not to hire or retain any part time officer whose primary employment or occupation would conflict or be inconsistent with his/her position on the Creve Coeur police department. The following are rules and procedures regarding primary employment:
1. Any person applying for an appointment as a part time officer shall disclose his/her primary employment and such information pertaining thereto as may be required by the village.
2. No part time officer shall engage in any primary employment that is in conflict with any existing rules and regulations of the Creve Coeur police department.
3. All part time officers shall promptly report to the chief of police any changes to his/her primary employment status.
4. When the chief of police determines that the primary employment of a part time officer is in conflict with any of the rules or policies within the Creve Coeur police department, he shall note the same in the officer's personnel file and direct the officer, in writing, to either make changes in his primary employment, so as to eliminate the conflict, or to resign his part time position.
5. Upon failure of the part time officer to make the necessary changes, as stated above, the police committee of the village board, upon request from the chief of police, will review the recommendation that the part time officer be discharged. The chairman of the police committee shall then report the same to the entire board and upon a simple majority vote of the village board, said officer shall be discharged as a part time officer.
6. Part time officers shall not engage in any primary employment that shall involve the sale, dispensing, or service of any manner of any alcoholic liquor or beverages.
7. Part time officers shall not engage in any bail bond agencies, private detective agencies, or any similar business that investigates the private affairs of a citizen.
(E) Discipline: Part time officers shall be under the disciplinary jurisdiction of the chief of police. Part time officers serve at the discretion of the village of Creve Coeur authorities, shall not have any property rights in said employment, and may be removed by the village of Creve Coeur authorities at any time. Part time police officers shall comply with all applicable rules and general orders issued by the police department.
(F) Other Policies With Respect To Part Time Officers:
1. Part time officers shall receive quarterly evaluations from their supervisors and semiannual reviews by the chief of police to determine if any abuses of departmental policy or official assignment have occurred.
2. Part time officers shall be limited to no more than thirty (30) hours per week in the village of Creve Coeur. Additionally, part time officers may not work more than one thousand five hundred sixty (1,560) working hours per calendar year. If an officer works part time for another department the total number of hours for both departments count toward the one thousand five hundred sixty (1,560) hour limit and must be reported to the state training board.
3. Certified part time officers shall serve a three (3) month probationary period, noncertified officers, if they are hired due to exigent circumstances specifically approved by the village board, shall serve a six (6) month probationary period.
4. Part time officers, whether certified or not, cannot be used in place of or to supplant full time positions. It is further understood that overtime shall be offered to full time officers first and if no one accepts the overtime it can then be filled with part time officers. (Ord. 719, 8-22-2012)
