The occupant of every building or structure covered by this chapter shall keep its chimneys, stoves, furnaces, boilers or heating apparatus used in or about said building, in a safe and proper condition; such occupant of said building shall also see that all electrical wiring and apparatus is kept and maintained in a proper and safe condition, and shall also see that there is no dangerous fire condition or other fire hazards, such as accumulated paper, ashes or trash, or overloaded electrical circuits permitted on said premises or in said building.
