When responding to a bona fide emergency in a personal vehicle, firemen shall use only a blue oscillating light mounted on the dashboard of their vehicle. While on duty at fires, firemen shall protect persons and property from injury, and shall have authority to direct or order spectators to move away from the scene of immediate danger when necessary to prevent injury to persons or property or to allow firemen sufficient room for the proper performance of their duty. Firemen, while attending any fire in the village, shall be vested with police powers and shall have authority to arrest at or near the scene of any fire, or while responding to any alarm, any person wilfully refusing to obey any lawful order of the department or any member thereof, or for violating any provision of this chapter.
