Any person desiring to engage in the business of electrical contracting shall apply for registration to the electrical inspector. Upon the filing of such application in proper form, satisfactory completion of the test required and the payment of the registration fee fixed herein, the electrical inspector shall issue to the applicant a certificate of registration which shall authorize the applicant to engage in such business for the year for which it is issued.
