(A) The city hereby establishes the office of the City Treasurer.
(B) The City Treasurer shall implement and maintain the financial affairs of the city relating to the receipt, deposit, custody, and disbursements of city funds, shall attend all regular meetings of the Commission, shall make a monthly report to the Commission of the financial disposition of the accounts of the city, shall pay all bills and expenses of the city as directed by the Commission, shall possess all the necessary powers and authority to carry out the functions of this office as conferred upon the Treasurer by law, and shall perform all other duties and functions assigned to the Treasurer by the City Commission.
(C) The Treasurer shall be compensated in the amount as established by the City Commission from time to time as set forth in § 31.02.
(D) No person shall be appointed or act as the City Treasurer unless such person has taken the oath required by section 228 of the Constitution of the Commonwealth of Kentucky and has provided bond in the amount of $25,000, with corporate surety authorized to transact business in Kentucky and conditioned upon the performance of the duties specified herein.
