(A) The speed limit for all vehicles of any kind or nature shall be 20 miles per hour within the boundaries of the city unless otherwise marked, and it shall be unlawful for any person to operate a vehicle upon the streets of the city at a rate of speed in excess of 20 miles per hour. Speed limit signs shall be erected at the street entrances to the municipal boundaries of the city.
