§ 95.21 ASSESSMENT; DELINQUENCY; PENALTY.
   (A)   A waste collection and recycling assessment of one hundred twenty-five dollars ($125) per dwelling unit per year, as may be amended from time to time as part of the city’s annual budgetary process, shall be levied for the purposes of defraying the cost of waste collection and recycling in the city.
   (B)   The waste collection and recycling assessment levied by the City Council shall be due and payable to the City Treasurer on or before January 1. Anyone failing to pay the assessment by January 1 shall be deemed delinquent and their bill shall have added thereto a penalty of ten percent (10%) of the amount thereof, and shall bear interest at the rate of eight percent (8%) per annum from January 1 until paid. The assessment shall constitute a lien upon the property and be collectible in the same manner as the tax levied against real estate.
