(A) Any police officer may impound or immobilize any vehicle parked, stopped or standing upon a street or public way in violation of any of the provisions of this chapter or the Kentucky Revised Statutes, prohibiting parking, stopping or standing in the location, manner or at the time the vehicle is cited, or if such vehicle currently has any outstanding delinquent parking tickets, or for any other lawful reason. Any person desiring to redeem any such impounded or immobilized vehicle, in addition to the fines levied, including payment of all outstanding fines levied for any parking or traffic offense, shall also be liable for a fine and towing, handling and storage charges which are reasonable. An impounded vehicle shall be released only upon proof of ownership or right to possession.
(B) Any owner of an impounded motor vehicle shall have the right to request a hearing before the City Parking Citation Appeals Board to determine the validity of such impoundment under the terms and conditions as set forth in KRS 82.625 or other applicable statute.
