§ 51.04 APPROVAL OF SEWER PLANS.
   (A)   No sanitary sewers or sewage pumping facilities which drain either directly or indirectly into sewers under the control of the city shall be constructed without the prior written approval of the district, Kentucky Water Pollution Control Commission, and the city of the plans thereof.
   (B)   All plans shall be submitted in quadruplicate, and shall be accompanied by written request for approval.
   (C)   All plans shall be accompanied by an area plan showing all existing and proposed sewers within the area to be served together with copies of all pertinent computations of the design of the sewers and sewerage facilities.
   (D)   Construction plans shall be drawn to a scale of one inch equal fifty (50) feet. Area plans shall be drawn to a scale of one inch equal to two hundred (200) feet.
   (E)   All plans shall bear the signature of the registered professional engineer who has prepared them, and shall provide space for the approval of the City Engineer.
   (F)   (1)   The cost of plan review performed by the city shall be at a rate per hour established and published from time to time by the city, and shall be borne by the person, firm, or corporation submitting the plans. The person, firm or corporation is required to deposit with the city a sum of money payable to the City Treasurer, in an amount to be determined by the city for each application, before a plan will be considered for review. The city will require additional deposits to this fund if the original deposit proves inadequate.
      (2)   When the city determines that no further field engineering service will be required for the improvement, the city will prepare a voucher in favor of the depositor refunding any balance remaining in his account.
