§ 50.02 UNDERGROUND FACILITIES.
   In all new residential subdivisions of twelve (12) or more contiguous lots:
   (A)   The developer shall provide electric distribution facilities, street lighting facilities, and communication distribution facilities to be installed by the appropriate utility company to serve the subdivision underground within or along the right-of-way of existing or proposed public streets, provided, prior to installation of such facilities, the developer pays utility company's schedules and give utility company a written commitment to pay utility company for the cost of any relocation of such facilities and to provide all easements necessary for relocation and for any extension, and the developer shall provide necessary easements to the utility company at no cost to the utility company.
   (B)   All service lines connecting the customer's service with the utility company's distribution lines shall be installed underground to connection points on the distribution facilities determined by the utility companies. The customer's service line shall be installed by the developer or customer, except for communications service lines. The actual connection to the utility company's facilities shall be made by the utility companies.
   (C)   (1)   Installation of pad-mounted supply transformers and communication interconnection cabinets are discouraged and installation of such transformers and cabinets shall be below the ground surface if feasible.
      (2)   In determining the feasibility of the sub-surface installation, the physical terrain of the land shall be considered as well as economic cost factors. Payment of additional charges shall be made in accordance with the rates and requirements of the appropriate utility company.
   (D)   Prior to paving any street, the developer shall install, at his own cost, acceptable separate conduit crossovers for electric and communication facilities at locations specified by the utility companies.
