§ 51.01 DEFINITIONS.
   For the purpose of this chapter the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   "BUILDING DRAIN." That part of the lowest horizontal piping of a drainage system which receives the discharge from soil, waste, and other drainage pipes inside the walls of a building and conveys it to the building sewer beginning three (3) feet outside the building wall.
      (1)   "BUILDING DRAIN - SANITARY." A building drain which conveys sewage only.
      (2)   "BUILDING DRAIN - STORM." A building drain which conveys storm water or other drainage, but no sewage.
   "BUILDING SEWER." The extension from the building drain to the public sewer or other place of disposal.
      (1)   "BUILDING SEWER - SANITARY." A building sewer which conveys sewage only.
      (2)   "BUILDING SEWER - STORM." A building sewer which conveys storm water or other drainage, but no sewage.
   "COOLING WATER." The water discharged from any system of condensation, air conditioning, cooling, refrigeration, or other. It shall be free from odor and oil and shall contain no polluting substances.
   "DISTRICT." The Sanitation District No. 1 of Campbell and Kenton Counties.
   "GARBAGE." A solid waste from the domestic and commercial preparation, cooking, and dispensing of food, and from the handling, storage, and sale of product.
   "INDUSTRIAL WASTES." The liquid wastes from industrial manufacturing processes, trade, or business as distinct from sanitary sewage.
   "NATURAL OUTLET." Any outlet into a watercourse, pond, ditch, lake, or other body of surface or ground water.
   "PRIVATE SEWER." A sewer which is not owned by the public authority.
   "PROPERLY SHREDDED GARBAGE." The wastes from the preparation, cooking, and dispensing of food that has been shredded to such a degree that all particles will be carried freely under the flow conditions normally prevailing in public sewers.
   "PUBLIC AUTHORITY." Any governmental agency having jurisdiction by law.
   "PUBLIC SEWER." A sewer which is owned and controlled by the public authority.
   "SANITARY SEWAGE." A combination of the water-carried wastes from residences, business buildings, institutions, commercial and industrial establishments contributed by reason of human occupancy.
   "SANITARY SEWER." A sewer which carries sanitary sewage and industrial wastes, and to which storm, surface, and ground waters are not intentionally admitted.
   "SEWERAGE WORKS." All facilities for collecting, pumping, treating, and disposing of sanitary sewage and industrial wastes.
   "STORM SEWER." A sewer which carries storm, surface waters and drainage, but which excludes sanitary sewage and industrial wastes.
   "WATERCOURSE." A channel in which a flow of water occurs, either continuously or intermittently.
